The Governor of Hong Kong to the Recretary@f State for

the Colonies.

With reference to your telegram 25th October goods ex tafue forwarded by Karonga, owners

same as Kafue. Order issued to Master as follows

Malla the goods ex Kafue which are specified in

schedule ends Owners are being sued at Manila for

delivery. They claim a lien for the freight from

Hong Kong to Manila and for godown rent here.

Amount involved is about 15,000 dollars. For pur-

poses of defence they now ask under what powers were

orders issued to Master. What reply should be given.

If the question is coming forward His Majesty's

Government indemnifying the shipowners it may be

relevant that the Kafue carried cargo consigned to

Behneyer and Company which was placed on Statutory

List on (7) March 24th.
